Useful things to check on:

Trading Permit costs.

Connectivity cost, Port Fees.

Exchanges ability to support your MM quoting bandwidth needs.

Which Exchange does the most volume for a given product.

Exchanges willingness to list new products.

Regulation

Time to gain membership
